Note to President: downgrade the rank of terrorist

Please downgrade the rank of terrorist and appoint a colonel in charge of communications about all matters related to Osama and company. A major should be in charge of forces in each theater for anti terror activities.This force can be assembled from elite forces of our allies and friends.
President should not talk about them and about operations against them.Even secretaries of defence and state should say nothing.This colonel with diverse resources should be final authority.They may not catch or kill all the terrorist but they will reduce their importance.
Terrorist love the attention they get . Media is their sustenance.We can play a hand in giving them lesser importance. Once having lost the media attention they will loose biggest recruitment tool, media exposure.
