Several years ago i remember that their was fear that the world may have terrorists attack with anthrax or some other bio hazard and hold the world hostage.Known treatment for anthrax was Cipro. United states ordered large number of dosages from its manufacturer i think Bayer at a very high cost.These medicines have a limited shelf life and after that they have to be thrown away .I am sure the one's purchased then have been discarded by now.
I was told by One of my friends who had experience in manufacture and sales of pharmaceuticals that Cipro OR CIPROFLOXACIN for whole nation could be manufactured for less than 10 million dollars.That is pennies per person.In case of real emergency government could release these medicines and if the law requires pay the the royalty to the patent holders if their patents were still valid.
I am sure poorer countries will by pass that and because of emergency overrule patent protections.
ABOVE SUGGESTED ACTIONS CAN PREPARE THE NATION FOR REAL EMERGENCY WITHOUT BANKRUPTING THE SYSTEM.
