About review of Nilekani's book Imagining India.

This is a nice review.I am surprised at the statement
"Caste-based access to education and government jobs still keeps worthy aspirants out of the game. "
is this statement of Nilekani in the book or the reviewers comment on India.I would like to mention here irrespective of financial status members of lower caste(former) and tribes have reserved seats in parliament,learning institutions as well as government jobs, and they are well represented.Today this statement by author or reviewer is false and shows their bias.Poverty remains major hurdle.
