Fuel efficiency US vs China

News item China to implement stricter gas mileage rules than US.It is easy for China to do it as it does not have all the tooling for large car manufacturing.Even though if china goes to much more efficient cars it will use much more petroleum products as it is converting to automobiles from bicycles.All that cost in hydrocarbons in manufacturing adds to the national & worlds hydrocarbon load.
China has levied a 40 percent tax on larger imported cars(cars manufactured by foreign manufacturers and has only 1 percent tax on locally manufactured smaller(more fuel efficient cars).It will give local manufacturers advantage in marketing till the foreign manufacturers retool and start manufacturing smaller cars.
Going forward China's carbon footprint will only become larger before it starts shrinking down. As China is still developing capacity in the industrial sector it can install more efficient equipment unlike US where we will have to Waite to retire existing technology till the completion of equipment life cycle to avoid wastage.
Ideally rest of the world should not go into automobile age .At worst it should become a personal local transportation vehicle and can be electric powered if less than 50 km daily use.
We should lead in creating whole systems to make mass transportation more efficient and affordable.It is sad in US it is cheaper to drive a 3 ton car 100 miles (gas only) than to go by train or bus. Also we do not have local feeder lines available from near home to take us to the bus stations or train stations.with lack of affordable transportation people still take the cars to train or bus station and pay $2 to $25 per day to park and ride.It is just not well thought out system.
IT IS TIME THAT ALL THESE INEFFICIENCIES ARE REMOVED.
To reduce the CO and CO2 we will have to use more hydro ,solar and nuclear power for generation.By using 50 percent nuclear for electricity we can reduce the pressure on oil prices and stretch use of oil for another 50 years.
