Ragging has been going on professional institution in India as well as all over the western world(as i know) for quite some time.In America hazing and abuses related are well documented .In past it was a way to make close friendships between freshman and the upperclassmen in universities for the benefit of freshman.Certain sick elements in society has taken fun out of it has made it into a sick and dangerous practice and way to abuse and humiliate the new comers and putting the safety of university at risk.
In USA drinking age is now 21 years and is implemented pretty uniformly so alcohol playe's a lesser role in hazing.In American society youth have lot of personal freedom as such they can handle freedoms and responsibilities connected as college students .
I just became aware that in India in professional colleges Alcohol might be playing an important negative role.Many colleges have become smoke free now they are thinking about making them alcohol free also.I PERSONALLY DO NOT BELIEVE IN MAKING EVERYTHING ILLEGAL .At the same time i believe that systematic solution should be found to what ever problems we face.
May be it is high time that all high school graduates should take race gender sensitivity classes .Also every person turning an adult should be given a handbook outlining rights and responsibilities of all adults.
