Studies are important. Many times studies are sign of inaction.People like me think, it is a way to convince that action is being taken when nothing is being done many times more and more money is spent and no results in sight. We have been fighting poverty by study after study and poverty has won.Solution is increasing education and earning capacity of the poor.We have eliminated old age poverty by social security ,medicare ,subsidized housing and food stamps senior lunch programmes.
What we have given the poor workers is competition from illegal aliens for low wages which has
kept our wages of the poor from rising and have kept them in extreme poverty as cost of living has gone up.Housing when provided through section 8 has helped some Realtors not the poor on long term basis as it could have if subsidy was provided for ownership.
Now for weatherization why can not our universities train experts in weatherization and fund the program under supervision to get all housing weatherised with intention of upgrading every 3 years by federal funding and tax credits.System can not only create jobs and can be centered in poorest communities and free from political bickering.
We should also double the number of medical schools and have half of the seats reserved for family practitioners and open the field to foreign graduates from English educated countries in the beginning.
Education in sciences and math may be improved in our middle and high school by focusing education in poorer community and bringing role models to talk in schools every week.
