" why does God discriminates Amputees."

I recently became aware by an article in NYT.God discriminates against all amputees .He has healed people with cancer and many other incurable ailments but has never grown limbs of an amputee.After this observation this person made a declaration that God discriminates against amputees .
Any body has explanation please forward to me.May be it is not in Gods domain.Any reasonable answer would be acceptable.
