World has moved out of middle ages . Abuse by colonials has been replaced by abuse by locals .When colonial laws did not suit they adopted archaic Islamic laws .

This law of blood money is nothing but intimidation of the weak , abuse of power and subjugation of the poor and continuation of the cruelty of man.One can kill and rape other then intimidate the family in accepting money .Most poor and week have no choice but to accept as government has not provided security and peace to the victims.Victims are made aware as powerful have resources they will pursue unlimited appeals as well kill and intimidate the witnesses without fear.Not having resources to fight or defend victims accept meager financial compensation and courts have no choice but to accept these agreements making weak even weaker in the process.Weak are reminded of this on daily basis as many examples of it are their in the neighborhood.

Very large land holding by few land lords has also played havoc with the nation.These landlords have private prisons and have made the mockery of state and most of the time joined the state to increase power. This Law of blood money gives unusual power to these groups which they did not have in colonial times.
Kerala style land reforms may be the type of reforms needed in Pakistan .Establishing minimum and maximum land ceiling to start with and compensating these land owners in six years depending on the success of the program and restriction by law to limit large holdings and sale of land by the poor for two generations.

Most important contribution we Americans can make is to give our aid with our representatives on the ground.Funding 50 thousand aids and service trainees to be trained in America and sent all over the world with three year service mandate will develop the core people we need. This investment of about 3 billion dollars per year will increase the capacity of our people tremendously.
