Amartya Sen writes about primary education in Bengal

India is one of the few countries in the world in which private tuition is thought to be necessary even at the earliest stages of primary education. Reliance on private tuition for very young children is unknown not only in Europe and America, but also in many developing countries. I had difficulty explaining to students at Peking University in Beijing what I was talking about in referring to private tuition for the youngest primary school students: the phenomenon appeared mysterious and incomprehensible to them.

He further writes that as most Indian parents feel that their children need private tutoring(tuition) after school ,it masks the true education standard of the schools in India.It creates two classes of students one's who can afford private tutors and the rest.

It is doubly bad for the nation as most needed resources are used for basic education .It further alienates the first generation of literacy candidates.These are the families who have not gotten the benefit of formal education for cultural and economic reasons.

Addition of mid day lunch has also helped in attendence at school.It has freed the burden of parents to feed.It helps nation even more when girls get education and they marry at later age when their bodies and minds are fully developed . An educated woman is assett to society.She can raise a smart and capable future children and can help to increase the income of the family.It has been observed that higher educated women are one of the ways to controll population and bring prosperity in any socety.

For Free and independent India it is even more important that a stable population be achieved without any excessive intrusion onto the norms of society.Education of women has this effect in all the societies.A woman who has her first child in twenties and can read and write has a smaller and happier family life.

Jammu & Kashmir,make three independent districts for development

Jammu & Kashmir has had many problems some are created by outsiders and some are systematic and concerning inter community relations.

India is working at many fronts and it has paid dearly in treasure and blood. Sometimes results are not that clear. Any body living can see advantages of being part of multicultural multi ethnic India outweigh any disadvantages it may have. Actually a free trade zone for the region encompassing south Asia to middle east might be much more helpful for the region and its people. America should use its influence for such a goal .In real political and economic terms best help to the people of this region can be creation of such a zone.NATO will save much more wealth and blood and resources may be used for trade and development.
State of Jammu and Kashmir has three different characters with distinct populations Jammu being Hindu majority ,Srinagar Muslim majority and Ladhakh Budhist majority.
All these regions should be divide into three separate political and economical regions for more local controlled and responsive government.Such a plan will empower minorities of this state and help development as it did for Haryana.

Kerry Lugar bill for aid to Pakistan development.

Pakistanis blame us for mismanagement of funds given to Gen Musharraf in last 8 years.Which has been by some estimates 30 billion dollars.Pakistan has not much to show for it.Its citizenry is hurting.Education has gone backwards.Family sizes have become too large for the nation .Women education has been hampered.Health care is non existent.Military takes most of the money.China plays its anti India card and keeps Pakistanis hooked and obligated for nuclear weapons technology.

Pakistan by failing to develop trade with India hurts its own people who could benefit most because of proximity,language and culture.China trade is all in the hand of Han and bordering areas in the region in china are other than Han.So lack of confidence and all trade through state agencies does not develop confidence of the traders informal network of trust.

Now Kerry Lugar bill has provisions that no funds may be siphoned of from this aid package.This means Military could not control it and use.This bill also tries to ensure civilian control of armed forces .Pakistan Military has never accepted that and is miffed at it.So is this all noise .Zardari is not the ideal leader ,but with the checks of military he can be controlled from making Pakistan his fiefdom
Pakistani Military still gets paid by us exorbitant prices for transshipment of materials which it only hinders.these payments are in billions of dollars yearly.

Pakistan has become true Kleptocracy and like some American reporter was telling that you can get grab bags of American shipping containers full of stuff for $5000 in Afghanistan .what it has become its worst than hijacking of cigarettes by Mafia used to be.In AF PAK theater its not the stuff which fell of the trucks but it is trucks full of stuff what is the norm.

Now the Military is complaining as Obama is not willing to buy their Bologna.we need to insist our fiscal controls for the aid and our agencies giving aid in our name so that goodwill may be created for our nation in average Pakistanis mind.They want to have Jihadi (ISI) supported charities to give aid and give America the bad name for all the ills of Pakistan.
We did some errors ,yes but we are not responsible for systemic failure of Pakistani society.If they have become helpless because of our help we will have to wein them away.Internal reforms and humanrights would be the first place e for us to start.
India has played the most development role in Afghanistan and India -pak cooperation and trade may help Pakistan benefit from a orgressive India.
Demilitarised Kashmir would be best for the continent.
Development of a direct road to Afghanistan from Kashmir may be other of the development project UN should under take.

Afghanistan Development , India ,Pakistan and USA

India has played a positive role in development of Afghanistan.I am not talking about militarily. In terms of delivery of services, role of India has been nothing less than highly commendable.On the other hand Pakistan has hindered the developments by prohibiting shipment of goods and services badly needed for the development projects.While America struggles with very long and troublesome route from Karachi to Kabul via Khyber Pass, which is filled with terrorist and lackeys of ISI and other Taliban sympathizers who hijack and hinder this most needed service.

America has opened a northern route which has its own problems as cooperation and help of Russia is needed for that .Russia is more help at this time as they feel it is in their interest as they do not want Taliban and Qaeda in their neighborhood.
Afghanistan need all the routes to trade with its neighbors.

Pakistan is missing this opportunity by Focusing on anti India rhetoric and planning only in military terms.In the process It has hurt its people and relations with neighbors .China by supplying nuclear technology and many weapons has given confidence to Pakistani Military and political leadership to become obstinate at the negative effect on its people. American financial support allowed Pakistan to pursue this course at great disadvantage to its citizens.

Pakistan and India has much more in common than just borders.They have thousands of years of history,language,culture and tradition to remove any disagreements they might have.America should have clear cut development strategy to help Pakistan India business and trade to develop so that We can be success in Afghanistan.

India's contribution to Afghanistan development in recent years.

India developed and built a road connecting southern Afghanistan to Iranian Border giving an additional route for Afghan nation to connect with the world.This route is a shorter and with lessor trouble than Karachi route for Afghanistan to trade.On the Iranian side they railways directly to the border with Afghanistan.Now the only ground route to India via Lahore Pakistan is the only economical route not being exploited for development.Let us not forget that Afghan and India are only few hundred mile by Air. Pakistan should not be allowed to veto this trade route particularly when we are funding its survival and they thumb their noses at us and treat us as some sort of Panzies.

India is getting respect in Afganistan for its building of schools,hospitals roads and now the latest part had been building of Power transmission line from northern border.India had provided education and health care to many Afghan citizens while Pakistan has only played havock with their lives by supporting terrorists.

It is very important that civil society of Pakistan be helped by our people on the ground so that our resources do not help our enemies to make us look bad.Economic conditions and the life of women ,children,families can be improved by improved relations with India,Afganistan,Iran and others.
America can not be provider of all services .It can only be catalyst for development.Very important catalyst in deed.

Trains for women only in India, good or bad of it !!.

India has problems with over crowding in Trains.It is very difficult for handicapped and not most agile of people to travel in them . For women it is doubly difficult to protect the dignity,honor and that feminine charm while traveling in trains.

India's new female railway minister(Mamta Banerji) has solution in women only trains .For short term it may be accepted as a solution to help professional women to travel. Segregation is not the solution for overcrowding and bad service.It is time that enough seats be created so that anybody who wishes to travel may travel in comfort.It is better for india to Double the railway lines and improve the seating in numbers and comfort to international standards.

It is also very important to note that India can not afford to go to Automobile age without ruining its economy and environment .Railways( electric) are the best solution in short as well as long run.If India is able to bring nuclear power as fuel for electric generation it will save the hydro carbon polution for sure and use electricity as in electric trains in transportation.Noneed of hybrid or electric cars.

India does not need prohibitively expensive solutions for simple problems.It is lucky that it can exploit efficiencies of scale and density to its advantage.Scale is smaller compact and more efficient.Need to create lakes waterways, dams,nuclear ,hydro,solar,and power generation.Number one factor for India's slow growth has been its inability to produce enough electricity.
With its society getting better educated and better reproductive information, size of indian families has started to shrink without the cruel and harsh methods adopted by China or total failure of the systems in Pakistan.

India needs to improve all the infrastructure in a public service model .It will will fail as a total for profit enterprise.Proper measures have to be taken where national agenda for development moves forward.First step is to bring the lot of poorest of the Indians up.INdia needs to bypass the Auto age and take the benefits of information and nuclear age for its citizens
